I’ll bet the police would love to see the video. Maybe they’ve been looking for the guy doing the vandalism. Who knows, you might just have the missing piece to the puzzle. Talk to several cops. Also, check your phone book for companies that specialize in video enhancement. It can be done. Good luck, hope you nail the guys.

nope. I work in investigations in a casino and we have the same problem. it’s not like you see on TV. try adjusting the focus of your camera and the exposure so maybe next time you’ll get a better picture. and clean the recording heads in the VCR with denatured alcohol and use a new good quality tape.

It all depends on what kind of recording device you have. You need to find out what kind of compression you have. Most likely you will not be able to clean up the picture. You will probably need to buy a better recording device or change the settings for a higher quality image. I know of a place that sells reasonable higher quality picture DVR’s. Law enforcement has the software to do what you want, but unless you make it an issue they won’t want to put their donuts down and help you out. They’ll probably say there is not enough damage monetarily or that they can’t investigate because it’s not a felony. I’m sure they will come up with some reason.

the camera that you have is probably of low resolution. You will need a high resolution camera and you can get it at $120 or less. go to http://www.techcctv.com, they might be able to help.

You cannot create data where there is none, but if the image is noisy a temporal filter can help, sometimes like a miracle . Also I have noticed subjectively that if you make the image larger using a multi rate finite impulse response filer with Kaiser filter coefficients having a steep cut-off it seems to make it look much better. I have a program I wrote in C but it does not handle many image formats. Only red green and blue where each color is in a different file as raw pixels.
What is the format of the video?
This is such a common problem, I wonder why there are no commercial products for it. There are services but I do not think you want to pay for them. I would put the image up on the web and spread the word. If it reaches the vandals they may want to see it repeatedly and you can sleuth with the weblogs and IP addresses.

This is the one of the things about tv that makes me want to scream. You probably saw a show where they were reviewing footage, and the guys like “stop it right there”, and they stop the video, “magnify the license plate.” and they magnify it but its pixelated, and then they hit a button, voila! they can see every number and letter of the plate and the guy’s like “Its him, we got him.” Right? Well, unfortunately real life isnt as good as tv. If it were possible to make something unclear clearer, then we would have had HDTV 10 years or 20 years ago. So unfortunately, to answer your question, there is no way to make your video unblurry and unfuzzy. There are programs that can remove the video noise from footage, but even then, its imperfect. So what can you do? Get a higher quality video camera, or make sure that everything is in focus next time. Hope this helps!
