We’re trying to solve a crime, there was a security photo of the assailent, and it was on a security camera in an EZmart. I got a still frame and zoomed in close to the face, but the clarity and pixels are too blurry to see the face as clearly as we would like. Is there any way to photo shop the picture, or a program I can download so that I can at least get a better view of the person’s face?

Photoshop is your best low budget bet but the result depends hugely on the skills of the person using the software.
You can check out forensic software also, maybe at a university.
